What Personalized License Plate Combinations Are Not Allowed?

Washington allows thousands of personalized license plate combinations, but every application is reviewed by the Department of Licensing before approval. The DOL evaluates proposed combinations to ensure they comply with state laws and administrative guidelines governing personalized plate content.

A personalized plate request may be denied if the combination is considered offensive, misleading, or likely to create confusion with existing registration records. Approval is not automatic, and the DOL has broad authority to determine whether a requested combination is appropriate for public display.

The DOL may reject a personalized plate if it:

  • Is identical or substantially similar to an existing plate within the same plate class
  • Contains offensive, vulgar, obscene, or profane language
  • Includes offensive meanings through abbreviations, slang, alternate spellings, or phonetic interpretations
  • References illegal drugs, controlled substances, or criminal activity
  • Promotes excessive alcohol consumption or impaired driving
  • Contains threatening, harassing, hateful, or discriminatory language
  • Could reasonably be interpreted as promoting violence
  • Misrepresents the vehicle as a government, law enforcement, emergency, or military vehicle
  • Creates confusion with official registration numbering systems
  • Violates state administrative rules or public decency standards

Does the DOL Have Final Approval Authority?

Yes. Even if a requested combination does not clearly fall within a prohibited category, the Department of Licensing retains broad discretion to deny applications it considers inappropriate or inconsistent with state policy.

The DOL may also review the meaning of a plate in different languages, common internet slang, abbreviations, or alternative spellings. A combination that appears harmless at first glance may still be rejected if it carries an offensive or misleading meaning.

What Happens if Your Personalized Plate Application Is Denied?

If a personalized plate request is denied, the applicant is typically notified by the Department of Licensing and any applicable personalized plate fee is refunded.

Applicants may:

  • Submit a different plate combination
  • Request clarification regarding the denial
  • Appeal the decision through the DOL's administrative review process

Because approval decisions are evaluated individually, applicants should avoid combinations that could reasonably be interpreted as offensive, misleading, or controversial.

Can an Approved Personalized Plate Be Revoked?

Yes. Approval does not guarantee permanent authorization. Under Washington law, the Department of Licensing may revoke a personalized plate if it later determines that the combination violates state standards or administrative rules.

In such cases, the vehicle owner may be required to surrender the plate and obtain replacement registration credentials. This authority allows the DOL to address issues that may not have been identified during the initial review process.

How Much Does a Personalized Plate Cost in Washington?

FeeAmount
Initial personalized plate fee$52.00 (RCW 46.17.210, effective Nov 1, 2025)
Annual renewal fee$52.00 per year (in addition to standard registration)
Transfer to another vehicle$10.00
Replacement if lost or damaged$20.00

These fees apply to personalized plates on the standard design. If you choose a specialty plate design with personalization, you pay both the specialty plate fee and the personalized plate fee.

Note: The annual renewal fee increased from $42 to $52 effective November 1, 2025, per 2025 Legislature (SSB 5444). The fee goes to the Washington Department of Fish and Wildlife for conservation programs.

How Do You Check If a Combination Is Available?

Use the personalized plate availability checker at dol.wa.gov before starting your application. Availability changes daily as new plates are issued and old ones are released. The checker shows whether your combination is taken and suggests alternatives if it is. Checking online is faster than visiting an office and lets you explore options without commitment.

How Do You Apply for a Personalized Plate in Washington?

  • Check availability at dol.wa.gov
  • Complete the personalized plate application online through License Express or in person at a vehicle licensing office
  • Pay the $52 initial fee plus standard registration fees
  • Wait for DOL review and approval, typically 7 to 10 business days online
  • Receive your personalized plates by mail, allow 8 to 10 weeks for production and delivery

You will receive a temporary plate to use in the interim while your personalized plates are being manufactured.

Can You Transfer a Personalized Plate to a New Vehicle?

Yes. Personalized plates are tied to the owner, not the vehicle. When you sell your vehicle or purchase a new one, you can transfer your personalized plate for a $10 transfer fee. Complete the transfer at the time of new vehicle registration at a vehicle licensing office. You cannot drive the new vehicle with the old plates from a different registration, the transfer must be processed before use.

What Happens to a Personalized Plate If You Do Not Renew?

If you let your registration lapse and do not renew, your personalized plate combination may eventually be released back into the available pool. Plates that are not renewed for an extended period lose their reservation. If you plan to store a vehicle for a season or an extended period, contact the DOL about your options for retaining your plate combination.

Can You Get a Personalized Plate on a Specialty Design?

Most Washington specialty plate designs are available in personalized format. You pay the specialty plate fee plus the $52 personalized plate fee. Not all specialty designs support personalization, check at dol.wa.gov before applying. The personalized character rules and restrictions apply to specialty plates as well.

NOTE: Check personalized plate availability and apply online at dol.wa.gov. Processing time is approximately 8 to 10 weeks from approval to delivery.
